2. GS-05 grade level: One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.Specialized experience includes: Communicating effectively with internal and external stakeholders over telephone, in person, in writing, and email regarding administrative concerns; use of office automation systems to perform administrative work such as drafting and reviewing correspondence, data entry, preparing reports, scheduling appointments, and sorting and filing documents in support of established programs (e.g personnel, information, or industrial security); Support managers and employees through a variety of tasks related to organization and communication; Extract information from various sources and update databases and automated systems; Prepare, review and assist customers with forms and documents.

Education: Applicants may substitute education for the experience required for the GS-05 level.To qualify based on education for this grade level you must have successfully completed a 4-year course of study in any field leading to a bachelor's degree. One year of full-time undergraduate study is defined as 30 semester hours or 45 quarter hours. NOTE: If using education to qualify, a copy of your transcript is required.

Applicants may also combine education and experience to qualify at the GS-05 level.To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

GS-06 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Monitor and review the status of personnel suitability items such as background investigation and fingerprints; Review and forward paperwork related to the suitability process in appropriate system of records; Transmit electronic fingerprints; Obtain and enter appointee information into a local data base tracking system. Review and correct missing and incorrect data in Personnel Security files and automated systems; Assist applicants with pre-employment forms related to background screening process such as OF-306 & SF 85. Review and update clearance for new hires and employees.

4. GS-07 grade level:One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Review and monitor position risks sensitivity levels and background cases in compliance with policies relating to suitability investigations; Enters appropriate data in required databases related to an appointee's personnel suitability from a wide variety of sources, i.e., fingerprint/badge log, notification(s) of investigation(s), Special Agreement Checks (SAC's) and National Agency Checks; Transmit electronic fingerprints; Issue Personal Identity Verification (PIV) cards and perform minor PIV troubleshooting during malfunctions and resolve system issues; Assist applicants with pre-employment forms related to background screening process such as OF-306 & SF 85; Research, apply, and provide technical advice and guidance to employees and managers relating to suitability investigations, policies and regulations. Review and update clearance for new hires.
