Many service members begin their civilian job search prior to being released from Active Duty service, and may not have a DD-214 form to submit along with their resume. VOW allows certain Active Duty service members to be treated as preference eligibles in the competitive or excepted service, even though the service member has not been discharged or released from Active Duty.
