Utilize knowledge of and experience with international flight procedures and terminology, and air traffic control procedures applicable in foreign countries, and conducts missions which may be of extended lengths and include transport of senior officials to any destination airport - civilian or military.

Conduct missions during day or night, at aircraft maximum gross weight, under Visual Flight Rules (VFR) or Instrument Flight Rules (IFR), including operations to/from uncontrolled airfields, and conduct operations to mountainous areas and to minimum length runways.

Conduct operations to combat zones, non-permissive environments, and international locations where traditional protection, medical, and other support mechanisms are lacking or nonexistent, and operates aircraft within all operational, safety, and regulatory limitations.

Develop and execute unit lesson plans and training, directives, regulations, technical orders, and manuals for assigned unit programs.

Review lesson plans, training texts, and flight training procedures to maximize pilot competency in unit's core mission essential tasks, and provide assessment of student knowledge and performance.

Instruct aviators in the techniques of operating aircraft through reference to instruments rather than through visual contact.
14.
Train personnel in advanced instrument flight navigation, and the use of automatic direction finding equipment, Global Positioning Systems (GPS), Flight Management Systems (FMS), area navigation equipment, Electronic Flight Information Systems (EFIS), VHF omnidirectional range instrumentation, ground control approach, and instrument landing systems, and teach normal, abnormal and emergency procedures for instrumentation, equipment, and aircraft system failures.

Plan, organize, supervise and administer flight and ground safety functions, operational security programs, and/or capability development functions, and employ expert knowledge of a diverse framework of directives, regulations, and policies, to develop, sustain, and administer mission critical programs.

Develop and standardize operational policies, tactics, techniques and procedures to improve operational effectiveness.

Review contractor training, qualification, operations tempo, flight time, currency and other contractual requirements to approve or disapprove contractors for domestic and overseas flight operations in all crew configurations.

Identify contractual shortfalls, develop solutions in concert with unit and contractor leadership, and implement changes to rectify problems and ensure safe and efficient flight and ground operations.

Develop organizational policies for oversight and execution of contractor flight operations within constraints of assigned missions, existing contracts, directives, and U.S. law.

Develop and execute training programs to ensure policies are understood and correctly applied across the unit's diverse crew force.
