Perform the full range of field duties including construction management, quality assurance, and safety monitoring functions for MEGA Civil and Military Construction projects.
3.
Perform assigned functions of contract administration, management and Quality Assurance for military, civil and environmental construction projects located within the assigned area.
4.
Advise the Area or Resident Engineer on contract administration and quality issues, while also performing the duties of the Contracting Officer representative when assigned.
5.
Make decision based on construction practices, management policies (i.e., QASP - Quality Assurance Supplemental Plans, IMUM - Internal Mutual Understanding Meetings, MUM's - Contractor Mutual Understanding Meetings, Pre-Construction Conferences, Closeout Documents) and technical construction practices.
6.
Review plans and specifications prior to contract advertisement to determine practicability from construction viewpoint, whether physical obstructions or other difficulties have been anticipated, and whether materials selected are readily available.
7.
Attend or chair pre-construction conferences to discuss and clarify principal construction features, and inform contractors of requirements concerning construction scheduling, progress reporting, safety measures, wage and hour law observance, labor relations, and payroll records.
8.
Observe and investigate construction at all stages to identify conflicts and/or problems and takes timely corrective action.
9.
Oversight of contractor operations to determine whether they comply with wage and hour, equal employment opportunity, or other labor laws and regulations.
10.
Determine if contractor is properly recording work accomplished and materials used.
11.
Serve as the Area/Resident Office Collateral Duty Safety (CDSO) and ensures strict adherence to safety provisions of the contract and have delegated responsibility for detecting and correcting unsafe conditions.
12.
Coordinate on construction planning and scheduling with contractors and agency officials.
13.
Monitor the contractor's schedule and uses contractual actions to address contractor schedule problems and slippages.
14.
Review and monitor preliminary and final plans and specifications for biddability, constructability, operability, environmental and sustainability (BCOES).
15.
Provide continuing advice and guidance during construction.
16.
Visit Construction sites to monitor the performance of other Construction Representatives.
17.
Advise the Area/Resident Engineer on plans and specifications and determines whether methods and materials that are being used meet requirements of specifications and will result in sound and safe structures.
18.
Review as-built drawings to ensure changes in plans and specifications have been accurately noted.
19.
Use judgment and initiative in deviating and extending standard engineering principles, techniques, methods, and practices to new situations.
20.
Recommend changes to designs of systems to solve a variety of problems prior to construction.
21.
Mentor and train Junior Construction Representatives.
