This job opportunity announcement is open to current, permanent Army employees that would occupy the position under a time-limited promotion, reassignment or change to lower grade not to exceed (NTE). You are eligible in this category if you fall into one of the following:

•  ARMY CIVILIAN EMPLOYEES SERVING ON A PERMANENT APPOINTMENT. You must submit a copy of your most recent SF-50, Notification of Personnel Action. Block 24 of your SF-50 must be a "1" or "2" AND block 34 must be a"1." Army employees can access their SF-50 at: MyBiz.
    
•  ARMY CIVILIAN EMPLOYEES SERVING ON AN EXCEPTED SERVICE VETERANS RECRUITMENT APPOINTMENT (VRA).  If you are eligible in this category, you are required to submit an SF-50 showing current Army Excepted Service VRA appointment (block 24 must be a "1" or "2" AND block 34 must be a"2.").

6. Review plans and specifications prior to contract advertisement to determine practicability from construction viewpoint, whether physical obstructions or other difficulties have been anticipated, and whether materials selected are readily available. (limit characters)
7. Attend or chair pre-construction conferences to discuss and clarify principal construction features, and inform contractors of requirements concerning construction scheduling, progress reporting, safety measures, wage and hour law observance, labor relations, and payroll records. 8. Observe and investigate construction at all stages to identify conflicts and/or problems and takes timely corrective action. (limit characters)
9. Oversight of contractor operations to determine whether they comply with wage and hour, equal employment opportunity, or other labor laws and regulations. (limit characters)
10. Determine if contractor is properly recording work accomplished and materials used. (limit characters)
11. Serve as the Area/Resident Office Collateral Duty Safety (CDSO) and ensures strict adherence to safety provisions of the contract and have delegated responsibility for detecting and correcting unsafe conditions. (limit characters)
12. Coordinate on construction planning and scheduling with contractors and agency officials. (limit characters)
13. Monitor the contractor's schedule and uses contractual actions to address contractor schedule problems and slippages. (limit characters)
14. Review and monitor preliminary and final plans and specifications for biddability, constructability, operability, environmental and sustainability (BCOES). (limit characters)
