This position is located in the Department of Homeland Security (DHS), Office of Biometric Identity Management (OBIM). OBIM supports the Department of Homeland Security's responsibility to protect the nation by providing biometric identification services that help federal, state, and local government decision makers accurately identify the people they encounter and determine whether those people pose a risk to the United States. 1. GS-11 Level: You may qualify at this grade level by meeting one (1) of the following below:

Specialized Experience:
You must have at least one (1) year of specialized experience equivalent to the GS-9 grade level in Federal Service or equivalent public or private sector experience. For this position, specialized experience is defined as:
  • Facilitating the editorial process centered on document management deadlines, content management, and workflow and approval processes related to Privacy Threshold Analyses (PTAs) and Privacy Impact Assessments (PIAs).
  • Working familiarity with biometrics (such as fingerprint, face, iris, and DNA) and identity management as they relate to privacy issues and problems.
  • Ability to research, understand, analyze, and handle sensitive, classified and complex data, as well as highly sensitive policy and privacy issues to conduct analysis and make pertinent privacy determinations.

Substitution of Education for Experience:
You may substitute education for experience at this grade level by possessing one of following:
  • Ph.D. or equivalent doctoral degree
  • 3 full years of progressively higher-level graduate education leading to such a degree

You may qualify at this grade level if you have a combination of education and experience (i.e. 6 months specialized experience and over 36 graduate level credits).

6. Supports office initiatives that monitor compliance with applicable Federal privacy laws and regulations.

7. Monitors compliance with all applicable Federal Privacy laws and regulations pertaining to biometrics and identity management; implements corrective, remedial, and preventive actions.

8. Assists in implementing initiatives which include oversight on the collection, use, and dissemination of biometric and biographic personal information and official biometric policies on privacy issues.
