This includes Career/Career-Conditional employees serving on a non-temporary appointment. This does not include employees on temporary or term appointments.

  To determine if you are eligible: 
  • Your Notification of Personnel Action, Standard Form 50 will reflect career or career-conditional: Tenure 1 or 2 in box 24 AND
  • Your Notification of Personnel Action, Standard Form 50 (or equivalent personnel action form) must reflect your status in the excepted service: Position Occupied is 2 in box 34.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50).  Your SF-50 must include include your position title, pay plan/series/band and tenure.  Please be aware that award SF-50's does not always include this pertinent information. If your SF-50 is an award SF-50, submit a previous SF-50 containing the aforementioned items.

1. Applicants must have 1 year (52 weeks) of specialized experience at the next lower band level, or equivalent to PT-II, PE-IIA, CS-II or GS-13 grade level in the Federal Service, which has equipped the applicant with the skills and knowledge to successfully perform the duties of the position.

Specialized experience is defined as demonstrated experience in conducting quality control tasks on written communications on complex and high-risk assignments to include reviewing and analyzing draft products prior to publication, ensuring documents are in alignment with federal and organizational standards and coaching staff to develop clear and concise written content.
