1. Individual Occupational Requirement (IOR): The 0671 series requires specific education or experience to be met in order to be appointed into a position of this series. You must meet one of the pre-determined Education or Experience Individual Occupational Requirements listed below as set by Office of Personnel Management (OPM).Undergraduate and Graduate Education: Major study of hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Specialized Experience Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

2. Specialized Experience: I have at least one year at the GS-11 level of thorough knowledge of VA operations and specialized knowledge of the basic principles of health care delivery systems in order to analyze operational issues and provide viable recommendations to top management. The incumbent must have experience utilizing audit and monitoring systems, analyzing results, interpreting data and coordinating the preparation of report, plans and proposals; conducting investigations of incidents or allegations of non-compliance; performing audits and monitoring compliance areas; and analyzing, developing and managing auditing plans.

10. Establishes effective communication mechanisms and relationships between the IE program and other facility programs, offices, and leaders throughout the facility and builds visibility and support for Health Care Ethics in the facility and networks external. (limit characters)
11. Provides staff education about Health Care Ethics to leaders and staff at all levels in the organization. (limit characters)
12. Implements national Integrity and Compliance controls, solutions, and programs at the local health care system. (limit characters)
13. Develops and implements internal controls and solutions in partnership with risk owners to manage and mitigate key risks that may adversely impact local healthcare system objectives. (limit characters)
