3. Specialized Experience/Education
Do you possess one (1) year of specialized experience that equips you with the particular knowledge, skills, and abilities to perform successfully the duties of this position at the GS-11 level? To be creditable, this experience must have been equivalent to the GS-09 level in the Federal service.
Specialized Experience may include:
Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
Identifies a need: gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods.
Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
Understands and appropriately applies procedures, requirements, regulations, and policies related to specialized expertise.

Education: Applicants may substitute for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.

The WHCC and BCBOC is remotely located from the VAMC which creates operation problems and for greater demands on the position and requires the incumbent to exercise independent judgement and to function as consultant to all services at the clinic. Enters work orders as needed. Works closely with the WHCC building manager and lessor of BCBOC. Divides time between WHCC and BCBOC.
