1. Individual Occupational Requirement (IOR): Health System Administration Series, 0671

Undergraduate and Graduate Education: Major study - Hospital Administration, Public Health Administration, or related fields such as business or public administration with course work in health care administration. ~ or ~

Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. ~ or ~

Special Provision for In-service Placement: Individualized training plan documentation required.
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
  • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
  • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
  • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

2. GS-09 Level

Applicants must have one full year of specialized experience related to this position. This experience must have been equivalent to at least the GS-07 grade level in the Federal Service.
  • Specialized Experience: Examples of specialized experience would typically include, but are not limited to: Participates on project teams in lead or support roles identifying and improving operational processes impacting service lines. Researches laws, regulations, and policies related to budget and fiscal administration. Utilizes data and reporting tools to develop health-planning service line strategies impacting the operations. Analyzes data trends in budget and fiscal expenditures supporting the preparation and execution of budget and committee meetings. Manages, leads, and administers project plans which include meeting objectives, assigning resources, giving briefings and presentations as project representative. Reviews and reports on service line policies in preparation for surveys, audits, and inspections in quality assurance, compliance, and procedures governed by internal and external organizations. Or, 
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree or equivalent graduate degree; or, two full years of progressively higher level graduate education leading to such a degree; or, LL.B. or J.D. Or,
  • Combination of Experience & Education: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience graduate-level education beyond 18 semester hours counting towards a master's degree.

  • Specialized Experience: Examples of specialized experience would typically include, but are not limited to: Gathers organizational data from reports and TRIP packs in preparation for media and community events either separately or in conjunction with the Public Affairs Office. Analyzes org charts, policies, VERA and SAIL data to represent the facility/Network, and program office priorities during resource allocation committee meetings. Attends strategic and succession planning meetings to observe techniques and methodologies in VHA personnel management. Reviews and explores VHA relationships and processes with affiliated education programs. Participates in local hospital council, veteran organization, and community organization meetings with VHA senior leader staff members. Reviews and reports on facility policies in preparation for surveys, audits, and inspections in quality assurance, compliance, and procedures governed by internal and external organizations. Or,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D., or equivalent doctoral degree or, three full years of progressively higher level graduate education leading to such a degree or LL.M., related to position. Or,
  • Combination of Experience & Education: Applicants may also combine education and experience to qualify at this level. You must have an appropriate combination of specialized experience and education.

REMINDER SF-50, Notification of Personnel Action: If you are a current or former Federal employee, you must provide a copy of your last or most recent SF-50, Notification of Personnel Action. The SF-50 must identify your position, title, series, grade, step, tenure, and type of service (Competitive or Excepted). If you have previously held a higher grade and are applying based on that grade, you must provide a copy of the SF-50 showing you held the higher grade IN ADDITION to your last or most recent SF-50 indicating proof of status. SF-50's can be found in your eOPF.
  • Most recent SF-50 if you are a current/former Federal employee.
  • An SF-50 showing your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you MUST provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
  • Award 50's do not provide sufficient information and will not be accepted for the purpose of verifying time-in-grade.
  • General Adjustment SF-50's do not provide the information to reflect time-in-grade requirement has been met and therefore cannot be the only SF-50.
  • If you are currently serving in a Hybrid Title 38 position, your SF-50's must reflect you have been in the position longer than one year.

Examples of appropriate SF-50's to include:
  • Most recent SF-50, And,
  • Within grade increases at the highest grade held; or
  • Promotions with an effective date more than one year old; or
  • SF-50's at the highest grade held with an effective date more than one year old.
