4. GS-12 Lead Medical Technologist Knowledge, Skills and Abilities: In addition to meeting the experience for the GS-12 level, do you possess the following Knowledge, Skills and Abilities?
  1. Knowledge of Federal and state laws and regulations and laboratory accrediting agency regulatory requirements sufficient to develop plans and procedures for the laboratory.
  2. Knowledge of laboratory quality management procedures and principles sufficient to establish and monitor a laboratory quality management program and/or the education and training of laboratory staff.
  3. Knowledge of concepts, principles, and methods of clinical laboratory technology and operations.
  4. Skill in applying leadership principles such as interpersonal relations and conflict resolution.
  5. Ability to perform the full range of supervisory duties, which includes responsibility for assignment of work, performance evaluations, selection of staff, recommendation of awards, advancements, and disciplinary actions.
  6. Ability to plan, organize, set short and/or long-term goals, and conduct studies on technical and administrative problems including personnel shortages, organizational structure, and new technology.
  7. Ability to manage fiscal matters, forecast resource and equipment needs, and administer the allocated budget.

5. Do you possess 1 year of creditable experience equivalent to the full performance level (GS-11), which is directly related to the position to be filled? Examples of specialized experience includes:
  • 25% or more of their time providing administrative and technical supervision and perform major duties above those at the FPL that consist of significant scope, complexity, difficulty, and variety.
  • Supervise at least one staff member at the GS-11 grade level.
  • Exercises a full range of supervisory responsibilities in planning, directing, and assessing work of subordinate staff.
  • Ensures that orientation, training, competency assessment, and continuing education requirements are met.
  • Ensures compliance with accrediting agencies and regulatory requirements.
  • Establishes and monitors the quality of pre-analytical processes as part of the overall laboratory quality management program and initiates corrective actions.
  • Develops policies and procedures, manages document control, develops performance standards, position descriptions, and functional statements.
  • Responsible for professional and administrative oversight of operations, including fiscal and resource management.
  • Maintains effective interdepartmental relations with other services to accomplish medical center goals, evaluating, performing, interpreting, and validating the accuracy and validity of test results.
  • Demonstrates a clear progression of clinical knowledge and experience by performing testing procedures on a variety of biological specimens using manual or 8 automated methods that include routine testing, quality control, routine maintenance of instrumentation, and troubleshooting that applies innovative procedures and problem solving.
  • Deviations from regular procedures, unanticipated problems, and unfamiliar situations are referred to more experienced staff for a decision or assistance.
