A- Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time;
OR
B- Evidence of passing the Fundamentals of Engineering Examination with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score
OR
B- Evidence of current professional registration or licensure as a Professional Engineer or Architect. Evidence of current professional registration or licensure can be from any State, the District of Columbia, Guam or Puerto Rico.

B- Evidence of passing the Fundamentals of Engineering Examination with a bachelor's degree. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. *Documentation Required*

One year of specialized experience equivalent to the GS-9 grade level in the Federal service planning/designing work including both in-house design and Architectural/Engineering (AE) design management and/or providing professional engineering/architectural advice.

B- Master of Engineering degree, Master of Architecture degree, Master of Science degree in Engineering or related field of study, plus one full year of progressively higher level graduate education in a related field of study, provided the applicant's total background demonstrates the knowledge, skills and abilities for GS-11 level assignment:

C- Bachelor's degree plus 3 full years of progressively higher-level graduate education in a related field of study, provided the applicant's total background demonstrates the knowledge, skills and abilities for GS-11 level assignment.
Knowledge, Skills and Abilities (KSA). In addition to the experience or education above, the candidate must demonstrate the following KSAs:(a) Knowledge of either mechanical, electrical, structural, civil or other engineering/architectural principles, practices and their applications in the healthcare environment.(b) Knowledge of basic project management principles as applied to the healthcare setting.(c) Ability to apply healthcare engineering related standards, codes, policies and regulations, inclusive of, state and local codes.(d) Ability to communicate effective orally and in writing with internal and external customers with tact and diplomacy.(e) Ability to develop material for clinical or administrative staff that addresses the principles and application of engineering technology and/or theory used in healthcare.(f) Ability to advise staff on emerging engineering technology related to a healthcare facility, while keeping abreast of changes in such technology and utilizing the information to solve healthcare facility engineering challenges

Determine project needs and requirements, perform market research, and prepare contract documents to include a detailed scope of work and estimate.

Prepare and evaluate detailed cost estimates for use in obtaining project funding and bid evaluation.
15.
Perform project contracts administration tasks i.e., project phasing, approval of project submittals, review of invoices, construction final inspection, project acceptance, and contract close-out, etc.
16.
Prepare scope of work detailing specific design and constructions objectives and requirements.
17.
Evaluate shop drawings, samples and/or material certifications submitted by contractor(s) against project specifications and recommend approval, rejection, or receipt.
18.
Advise subordinate personnel on methods and procedures to be used in on highly complex projects.
19.
Consult with contractor personnel to resolve difficult/complex unforeseen problems and latent conditions developing during construction and coming up with solutions to move projects forward.
20.
Perform detailed design drawing review and identify conflicts or problems to be incorporated in the design as part of the construction drawings.
21.
Conduct meetings with project stakeholders to discuss and review design ensuring that it will meet their needs and requirements while also ensuring it meets codes and regulations.
22.
Perform scheduling, layout of operations, safety and quality inspections and/or surveillance of materials, methods and equipment used in projects.
23.
Establish design criteria for healthcare projects.
