2. Experience acting as a liaison to all local officials and organizations in order to plan and promote VA participation in their activities for the purpose of reaching veterans who do not normally come to the VA for health care services.

4. Experience communicating with the full range of external agency stakeholders. Stakeholders include individual members of the general public, local community organizations, State and Congressional/legislative committees and staffs, and the news media.

5. Ability to establish, maintain, and foster strong working relationships with key officials, including representatives of one or more of the following: Congress/legislators, community groups, VSO's, the news media, or members of the general public.

6. Ability to develop and implement plans designed to enhance relationships with the VAMC's stakeholders and to increase effectiveness in communicating Outreach Program goals, priorities, and areas of concern.

10. Ability to provide supervisor and management with information and reports necessary to effectively evaluate Program operations. Compiles recurring and non-recurring reports for the Medical Center, VISN, and VHA as required.
