To qualify for this position, you must meet the Basic Requirements as well as any additional grade-level qualification requirements. NOTE: Non-certified applicants who otherwise meet the eligibility requirements for certification may be given a temporary appointment up to the full performance level not to exceed one year as a graduate Clinical Lab Scientist. 

 

Grandfather Provision. A Clinical Lab Scientist employed in VHA on the effective date of the qualification standard (5/12/2014) who did not meet all the basic requirements in this standard may not be promoted beyond the full performance level (GS-0644-09) or be newly placed in supervisory or managerial positions until meeting the full qualification requirements.

GS-12 Medical Technologist Experience or Education: Do you possess 1 year of creditable experience equivalent to the full performance level (GS-11), which is directly related to the position to be filled.

 

Examples of specialized experience includes:
 

  • Carrying out the day-to-day operations in the laboratory including routine testing,
  • Quality control,
  • Routine maintenance of instrumentation and troubleshooting.
  • Developing, performing, evaluating, interpreting, correlating and validating the accuracy of laboratory procedures and results ensuring all laboratory regulatory requirements are met.

Knowledge, Skills, and Abilities: In addition to the experience or education above, the candidate must demonstrate the following KSAs:

 

  • Knowledge of medical technology concepts, principles, practices, and methodologies sufficient to perform full oversight and guidance for testing programs outside of the laboratory.
  • Knowledge of mathematics and statistics as related to quality control, quality assurance, proficiency testing, inspection and accreditation, and continuous quality improvement.
  • Knowledge of Federal, state, and VHA laws, regulations, reference standards, and certifying or accrediting agency requirements to carry out work in each ancillary testing site.
  • Knowledge of laboratory information technology systems and interconnectivity.
  • Skill in applying new scientific/technological developments and theories to laboratory testing.
  • Ability to evaluate, interpret, and teach others to use quality control procedures and implement corrective actions
